The Faces Behind VTCPAP

VTCPAP is staffed by a team of licensed clinical social workers and board certified perinatal and child and adolescent psychiatrists. VTCPAP is guided by a spirit of continuous learning, collaboration, and a drive to serve providers in Vermont.

​​Margaret Spottswood, MD, MPH

VTCPAP Medical Director

Margaret "Greta" Spottswood, MD, MPH (she/they) is a child psychiatrist who has been practicing in Vermont since 2017. She trained at UVM for medical school and the Cambridge Health Alliance for child and adolescent psychiatry and worked at a federally qualified health center supporting PCPs in their work with younger patients for seven years. She is the medical director of VTCPAP and collaborates with other child psychiatrists and social workers to help PCP colleagues more quickly provide care for Vermont's children and families, with a broader goal of working together with state partners to show how much Vermont cares about young people by improving the mental health systems that support our most vulnerable. 


George 'Bud' Vana, MD

General Pediatrician, Adult & Child Psychiatrist

George ‘Bud’ Vana, MD, is a general pediatrician, adult psychiatrist, and child psychiatrist who was born and raised in the Northeast Kingdom of Vermont. Bud is a graduate of Harvard University, and he completed medical school at the University of Vermont and his residency training at Brown University in Providence, Rhode Island. He has worked to develop a telehealth infrastructure at the Lummi Tribal Health Center in Bellingham, Washington, as well as a child psychiatry consultation service for other tribal health clinics. His other professional interests include family-based psychiatry, acceptance and commitment therapy, treatment of co-occurring disorders, treatment of developmental disabilities, intensive wrap-around services, and integrated medical and behavioral healthcare. Outside of work Bud enjoys canoeing, hiking, and curling (as in the Scottish ice sport) with his family.

Louis Ostrowsky, MD

Child & Adolescent Psychiatrist

​​Louis Ostrowsky, MD is a child and adolescent psychiatrist and Instructor of Psychiatry, Part-Time at Harvard Medical School. He is a staff psychiatrist in the Student Mental Health and Counseling Service at MIT Medical. Dr. Ostrowsky is also on the staff of The Cambridge Health Alliance, where he works in school-based and community mental health, seeing children and families at the CHA Everett Teen Center, located in Everett High School. He also serves as a consultant to local school systems. Dr. Ostrowsky attended Northwestern University's Feinberg School of Medicine, graduating with Distinction in Research. He completed a residency in psychiatry at Cambridge Health Alliance/Harvard Medical School, followed by a fellowship in child and adolescent psychiatry, also at CHA/HMS. Dr. Ostrowsky teaches and supervises residents and fellows in the hospital as well as in outpatient psychotherapy and psychopharmacology clinics. His areas of interest include psychodynamic psychotherapy, mental health in school settings, and parent-infant mental health. 


Michelle Cross, DO

Child & Adolescent Psychiatrist

Michelle Cross, DO (she/her) completed her medical training at the Texas College of Osteopathic Medicine, then went on to receive her residency training in psychiatry at UIW-TIGMER and her fellowship training in child and adolescent psychiatry at UVMMC. Dr. Cross enjoys creative and collaborative approaches to care and wellbeing, having co-led a mind-body skills group for healthcare worker burnout, creating and co-leading a Dungeons and Dragons therapy group for teen social skills training, and currently co-writing a book on child and adolescent mental illness as portrayed in movies and TV.  Dr. Cross is particularly passionate about working with others to ensure equitable access to high-quality mental health care, which is why she is thrilled to be a part of VTCPAP. 


​​Dr.  James 'Jim' Edwards, MD

Child & Adolescent Psychiatrist

Dr.  James Eugene Edwards (Jim) is currently a Clinical Associate Professor at the Vermont Center for Children Youth and Families.  He holds both undergraduate and Master’s degrees in education having taught both Headstart and third and fourth grades & worked with adolescents and adults leaving prison before entering medical school at UNC Chapel Hill. There he completed his MD degree and did an internship & residency in Psychiatry at UNC Hospitals.  He completed a fellowship in Child Psychiatry at the Yale Child Study Center.  He is board-certified in Child Adolescent and Adult Psychiatry and was recognized in Best Doctors in America from 2003-2019.  He has been active in consult liaison in multiple positions for over 20 years including Youth Specialty Services of Health Link South in Christ Church New Zealand providing consultation to primary physicians throughout the South Island of New Zealand in 2000.  He was a consultant to pediatricians at the MUSC Children's Hospital in Charleston South Carolina at that time of 120 beds from 2002-2015.  At the University of Florida Medical Center he consulted regularly with primary care practitioners in a collaborative care program in 2020 throughout northern and central Florida. He is excited about and enjoys consulting with fellow health professionals as he learns greatly from them and research clearly supports improved outcomes from peer consultations.


Sarah Guth, MD

Perinatal Psychiatrist

Sarah Guth, MD  is a Child and Adolescent psychiatrist who completed medical school, residency and fellowship all at the University of Vermont. Influenced heavily by the Vermont Family Based Approach, Sarah's focus evolved from children to their caregivers and she has cultivated a career in Perinatal Psychiatry. For the past eight years Sarah has been seeing patients who are pregnant, postpartum, or have other symptoms associated with reproductive hormones, such as PMDD, or mental health concerns associated with perimenopause. In addition to direct clinical care, Sarah enjoys supporting other providers to take care of Vermont's perinatal people. Research interests include health promotion practices in the perinatal period and Perinatal Mood and Anxiety Disorder prevention. Outside of work Sarah enjoys traveling and being active with her family.


Steven Schlozman, MD

Substitute Child & Adolescent Psychiatrist

Steven (Steve) Schlozman, MD, Before becoming chief of the child psychiatry division at UVM, Steve was associate professor of psychiatry, pediatrics and medical education at Dartmouth Medical School where he served as the director of pediatric psychiatry consult-liaison service and associate course director of the MS2 course in psychiatry and the psychiatry clerkship. Prior to Dartmouth, Steve was at Harvard Medical School where he was a faculty member in Health, Sciences and Technology program run jointly by the Massachusetts Institute of Technology and Harvard. He was also the director of medical student education in psychiatry at Harvard and the associate director of the Clay Center for Young Healthy Minds at Massachusetts General Hospital, where he practiced child and general psychiatry.


Brittany Crowley, MD

Substitute Child & Adolescent Psychiatrist

Brittany Crowley (she/her) is a child/adolescent/adult psychiatrist (and native Vermonter) who completed her medical training at the Drexel University College of Medicine in Philadelphia in 2015. She completed her adult psychiatry training at the Harvard Longwood Psychiatry Residency Training Program in Boston, followed by child/adolescent psychiatry training at Brown. After completing training in 2021, she spent a year working as an attending psychiatrist at Bradley Hospital (a children’s psychiatric hospital) in Providence, RI. She worked as an inpatient attending on a unit for children with autism and developmental disabilities, as well as an attending at a PHP for children with OCD and other anxiety disorders. In 2022 she returned home to Vermont and began work in community mental health at the Counseling Service of Addison County (CSAC). She also works one day per week remotely for the Clara Martin Center in Randolph, VT, and one day per week on-site at Middlebury College seeing college students. She is thrilled to be able to join the team at VTCPAP!

Liaison Coordinators


Ellen Arrowsmith, LICSW

VTCPAP Program Director

Ellen Arrowsmith, LICSW (she/her) is the VTCPAP Program Director and part of the Liaison Coordinator (LC) team; this means that if you call the VTCPAP phone line, Ellen may be the one to answer your call. Ellen also works closely with Dr. Spottswood, the VTCPAP Medical Director, to support the day-to-day operations of VTCPAP and to coordinate the LC Team. Ellen is a graduate of the University of Vermont’s MSW program, and she brings over a decade of experience in serving children, youth, and families in Vermont. Ellen has worked within a Designated Agency as a school social worker and in private practice; she has worked with children from kindergarten through high school, in mainstream and "alternative" settings, with youth in foster care, and with families impacted by domestic violence. Ellen is a "systems thinker" and is passionate about working to improve access to high quality mental health care for families in Vermont.


Eliza Pillard, LICSW

VTCPAP Liaison Coordinator

Eliza Pillard, LICSW (she/her) will likely be the Liaison Coordinator answering the phone if you call on a Monday, and is the main point person for the Perinatal service. Eliza has been providing clinical social work services to children and families in Vermont for 23 years, first through the Howard Center and more recently (18 years!) at UVMMC Child Psychiatry (VCCYF). Eliza loves being a part of the “system of care” to help address youth mental health challenges, and enjoys supporting parents/guardians, and now Primary Care Practitioners, in their journey to find the right services/supports/wellness opportunities for children and their caregivers.


Maree Oddoux, LICSW

VTCPAP Liaison Coordinator

Maree Oddoux, LICSW (she/her) will likely be the VTCPAP Liaison Coordinator answering the phone if you call on a Friday. Maree completed her undergraduate and graduate degrees at the University of Vermont and has provided clinical social work services to children, families, and adults in Vermont as a Howard Center School Services Clinician & Early Childhood Clinician, and as a psychotherapist in private practice settings. Maree is bilingual in French and English and has worked extensively with New Americans living in Vermont as a staff member of the US Committee for Refugees and Immigrants (USCRI) Vermont field office. Maree is passionate about equity, advocacy, and systems level change and is thrilled to be a part of the VTCPAP team!


Lindsay Hartline, LPMA, LCMHC

VTCPAP Substitute Liaison Coordinator

Lindsay Hartline, LPMA, LCMHC (she/her), serves as a substitute VTCPAP Liaison Coordinator, you may reach at various times throughout the year. In addition to her role with our team, Lindsay maintains a private practice in Essex Junction, where she specializes in supporting children, adolescents, and young adults, particularly in areas related to grief and loss, identity development, and the transition into adulthood. Lindsay is a graduate of Saint Michael’s College, where she earned a Master’s in Clinical Psychology. She has experience in several areas of the mental health field, including work in schools, community mental health, and group practice. Lindsay is passionate about helping children, youth, and families both at the individual level and within broader systems, with a focus on enhancing overall well-being and mental health.

Annie Quinn

VTCPAP Program Manager & Design Specialist

Annie Quinn, Program Manager & Design Specialist (she/her) Annie was born and raised in a small suburb of Boston she relocated to Vermont in 2018. Annie graduated from Emerson College in Boston with a degree in film and media production. Annie previously worked as the administrative assistant for the Behavioral Health and Psychiatry department at the Community Health Centers. In this role, she worked closely with Dr. Spottswood to coordinate the Child Psychiatry Consultation Clinic which was a key building block for the development of VTCPAP. In her new role as Program Manager & Design Specialist, Annie manages many administrative components to ensure the smooth and successful functioning of VTCPAP. She is also responsible for the majority of VTCPAP’s promotional content including the monthly newsletters. Annie is an advocate for mental health services and enjoys being able to connect providers and families to this amazing service.
